Abstract

Youth plays a vital role in national development. They are the hope of the future of our country. Education propels the youth in the proper and straight direction. A fundamental human right of the youth is the right to education. Every one is entitled to this right, irrespective of race, gender, nationality, or social origin, religion or political preference, age or disability.

In relation to this, the Congress passed a bill, which was approved by President Rodrigo Duterte on August 3, 2017. This refers to Republic No. 10931, also known as Universal Access to Quality Tertiary Education, granting free tuition and other fees in the tertiary education. It covered state universities and local universities and colleges, state-run technical-vocational institutions to strengthen the unified financial assistance system for tertiary education. The said law is apparently a clear manifestation that the State recognizes the right to education of all Filipinos
