Abstract

Permanent Vacancies in the Sanggunian is governed by Section 45 of R.A. No. 7160 otherwise known as the Local Government Code
of 1991 which provides, thus: “Sec. 45. Permanent Vacancies in the Sanggunian. – (a) Permanent vacancies in the sanggunian where
automatic successions provided above do not apply shall be filled by appointment in the following manner:
