Abstract

Republic Act No. 10654, which amended the Philippine Fisheries Code of 1998, includes a major safeguard for small-scale fishers. Section 15 of the law reserves municipal waters, defined as those extending up to 15 kilometers from the shoreline, for the exclusive us of registered municipal fisherfolk and their organizations.
